Dr. Sandra J. DeLoatch, Ph.D.

Description: Deloatch-1  2007Dr. Sandra J. DeLoatch,     Norfolk State University's Massie Chair of Excellence in Information Assurance and Cyber Security is Professor of Computer Science and Dean of the College of Science, Engineering, and Technology.  She has graduate degrees in mathematics and computer science and attended Indiana University (Ph.D.), College of William and Mary (M.S.), and University of Michigan (M.A.).  Dr. DeLoatch has worked at NSU for more than 30 years and was the founder of the university’s Computer Science Program and the first Computer Science Department Chairperson.  While Chair, Dr. DeLoatch was the Principal Investigator for one of the first two research contracts ever awarded to an HBCU by the National Security Agency (NSA).  This initial contract was the impetus for a number of other NSA contracts led by Dr. DeLoatch. 

During her tenure as Dean, she has worked diligently to transform her College to a “science, engineering, and technology powerhouse” and initiatives she has spearheaded are making this goal a reality.  Graduate programs have increased substantially with the introduction of the Master’s degree in Computer Science, Electronics Engineering, and Optical Engineering.  These programs complement an existing Master’s Degree Program in Materials Science and the recently launched Ph.D. Program in Materials Science and Engineering, NSU’s first Ph.D. in a STEM discipline.  The novel Computer Science Graduate Program includes an information assurance track and two information assurance certificate options.  Dr. DeLoatch was instrumental in the establishment of the Institute for Information Assurance Research at NSU which was initially headed by her mentee, advisee, and former NSA computer scientist who joined NSU’s computer science faculty.

Dr. DeLoatch has effectively administered more than $20M in external funding for computer science and mathematics research and educational projects from agencies such as the National Science Foundation, National Oceanic and Atmospheric Administration, NASA Langley Research Center, Department of Defense (National Security Agency), Army Corps of Engineers, Department of Education, Department of Energy and others.  She has authored research articles, textbooks, and technical reports.  She is currently leading several funded projects that focus on advancing the participation of minorities and women in Science, Technology, Engineering (STEM) disciplines.

"Our Massie Chair Program at Norfolk State University seeks to increase the state-of-the-art of cyber security in the United States of America through a series of well-defined research initiatives that focus on wireless security in a classified environment and securing cloud computing. Additionally, Norfolk State University is addressing the demand for trained information assurance professionals that has increased in large part due to cyber attacks being perpetrated against institutions in the United States by agents of foreign countries.  NSU is tackling these workforce needs by developing and expanding curricula to train students for specific categories within National Nuclear Security Administration (NNSA) cyber security; targeting groups in Southern Virginia for Information Assurance training such as transitioning military personnel, transfer students from computer security technology programs in regional community colleges,  and high school students; and expanding the University’s mentorship of other institutions to help them contribute to the efforts of our nation’s cyber defense."
